The altered Act, he said, is a program for the poor's welfare from Lok Kalyan Marg, the new name of the street where the Prime Minister's living arrangement is found.
"The change is not for transforming dark cash into white but rather to spend the cash plundered from the poor on their welfare," he said.
Citing Modi, Parliamentary Affairs Minister Ananth Kumar told journalists that the bill is a piece of his administration's battle against dark cash.
A part of the expense gathered on the cash kept under this plan will be spent on power, streets, toilets and training among other welfare measures, he said.
